His term expires at the end of 2027, and this is his third term on the board.
Primary responsibility for the HOA community board, including finances. Hires and manages part-time employees (beach monitors and groundskeeper), names members to committees with final approval from the board.
In his previous two terms as vice president and member at large, Joe oversaw the final stages of the beach renovation.
What does Joe enjoy about White Oak Lake?
“While I am not good at it, I have always enjoyed fishing on our lake. My kids have enjoyed the beach, swimming and jumping off the floating dock, and my wife and I enjoy the sunset views. I am looking forward to working with the membership to continuously improve our neighborhood!”

Paul Gutgesell

His term expires at the end of 2027.
As vice president, serves as the President’s backup and would step in and oversee the board, if the president requests or is unable to serve. His expertise is broad, including having hands-on experience and knowledge about the subdivision, dam and dam maintenance. He serves on the Dam Committee and helps oversee maintenance efforts. Paul is also a past member of the Caterpillar Trail Public Water District Board.
What does Paul enjoy about White Oak Lake?
Our family lives here in the house we built 38 years ago, and we look forward to enjoying more good times to come.

Jim Sinclair
Member at Large
This is his first term, and it expires at the end of 2027.
As the Member at Large, he chairs the Dam Committee (2025) and also serves on the Erosion and Siltation Committee. As a volunteer, he coordinated replacing he beach entry sign.
What does Jim like about White Oak Lake?
“My wife and I enjoy waking up each morning and looking out over the lake. In addition, we enjoy water activities with family and friends, fishing tournaments, fireworks, and the friendly people who live here.”
Other activities he is involved in: Scouts America as a Pack 3064’s Committee Chair, WD Boyce Council NCAP Committee Chair, Wilderness Engineer at Ingersoll Scout Reservation. Projects for my children and grandchildren.
